Uttar Pradesh Unveils Landmark GCC Policy: Aims to Become Global Office Hub, Generate Over 2 Lakh Jobs

Uttar Pradesh is set to become a global office powerhouse! The new GCC Policy offers massive incentives to attract multinational corporations, aiming to create 2 lakh+ jobs. In a significant move set to reshape its economic landscape, the Uttar Pradesh government has officially launched its ambitious Global Capability Centres (GCC) Policy. This landmark initiative aims to establish the state as a premier destination for multinational corporations looking to set up their global in-house centers, with a projected creation of over 200,000 high-paying jobs within the next five years.

The newly approved policy is designed to attract Fortune 500 companies and significantly boost Foreign Direct Investment (FDI) into the state. It outlines a comprehensive framework of fiscal and non-fiscal incentives, making Uttar Pradesh a highly attractive location for companies seeking to leverage a skilled talent pool, robust infrastructure, and a supportive business environment.

Under the new policy, GCCs are broadly categorized into two types: Level-1 and Advanced (Unnat) GCCs, each with distinct investment and employment generation criteria. For Level-1 GCCs, companies are required to make a minimum capital investment of ₹15-20 crore or create employment for 100-200 people, depending on the city. Advanced GCCs, on the other hand, necessitate a minimum capital investment of ₹50-75 crore and the creation of at least 300-500 jobs, again varying by location. This tiered approach ensures that both large and mid-sized enterprises can participate in the state's burgeoning tech and services sector.

The incentive package offered by the Uttar Pradesh government is highly competitive. It includes substantial front-end subsidies on land costs (ranging from 30-50%), 100% stamp duty exemption on land and office space purchases, and a capital subsidy of up to 25% (₹10 crore for Level-1 and ₹25 crore for Advanced GCCs). Furthermore, companies can benefit from a 5% interest subsidy, a 20% operational subsidy (up to ₹40 crore for Level-1 and ₹80 crore for Advanced GCCs on expenses like lease rentals, bandwidth, and power), and payroll support of up to ₹1.8 lakh per employee. Special, customized incentive packages will also be available for Fortune Global 500 or India 500 companies, and those with FDI exceeding ₹100 crore.

Beyond financial incentives, the policy emphasizes creating a conducive ecosystem for innovation and growth. It includes provisions for 50% cost reimbursement for startup ideation (up to ₹2 crore), Intellectual Property Rights (IPR) subsidies for patent filings (₹5-10 lakh), and grants up to ₹10 crore for establishing Centres of Excellence. The government is also committed to providing technical and regulatory support, including exemptions from certain acts for a period of five years, to reduce administrative burdens.

Industry experts have lauded the policy as a game-changer for Uttar Pradesh. The state's existing advantages, such as a vast pool of educated youth, improving infrastructure including expressways and metro expansions, and the development of large-scale commercial complexes, position it strongly to become a major office hub. Cities like Noida, Lucknow, Kanpur, and Varanasi are poised to become thriving centers for technology and digital services.

This strategic policy marks a significant shift for Uttar Pradesh, aiming to transform it from a cost-based outsourcing destination to a value-driven global business hub. By addressing critical operational levers like infrastructure, talent development, and ease of doing business, the state is creating an environment that encourages long-term investment and fosters technological innovation, ultimately contributing significantly to the state's goal of achieving a $1 trillion economy.
